| MOSCOW, March 31. The political party Yabloko accuses
the Russian government of violating the country's constitution, according
to the Yabloko press service. Yabloko says the government's new legislation
on limiting public demonstrations violates the foundation of Russia's constitution
and is aimed at eliminating civil rights which are guaranteed by Article
31 of the constitution. Yabloko is initiating together with a number of
civil rights and environmental organizations a public campaign entitled
“Civil Society against a Police State’, which calls on individuals
to protest against the government's latest measures. The party is organizing
a demonstration outside the State Duma today. The State Duma plans to review
the legislation which prohibits public demonstrations near highways, government
buildings, missions and consulates and dangerous and harmful production
sites and also bans meetings if their goal, in the opinion of bureaucrats,
opposes the constitution, proper civil conduct or morals.
