- Soon the Duma will consider draft laws on [uniform] state
standards in education and on granting to teachers of city schools
a deferral from army conscription. Today deferral of conscription
is granted only to teachers of village schools, and we would like
this norm to be applied to all teachers. Amendments to the federal
law "On Education" will also be introduced soon, which
will make the certification of schools and higher education institutions
more transparent. Education should have high quality standards
and be available to everyone. There should be uniform entrance
exams and state registered financial debentures (Ed. for partial
or full compensation of education costs) make it possible not
only to preserve the present norm of budget-subsidised places
in universities (170 places per 10,000 people), but also to expand
the admission of applicants on a paid basis. We will try to achieve
a repeal of the 25% quota on the admission of students on a paid
basis, which refers primarily to the law and economic departments.
There is considerable demand for these professions. However, owing
to the quota system, state universities have to refuse applicants
who would like to study on a paid basis. However, the universities
could use the money received from "paid places" not
only to teach "non-fee-paying students", but also refurbish
and repair the premises, buy textbooks…
