In accordance with the programme proposed by the Government,
the burden of housing and communal reform will be shifted to the
population. Such an opinion was expressed by Sergei Mitrokhin,
member of the State Duma from the Yabloko faction. According to
Mitrokhin, "the burden of the reform should be divided between
the budget, population and housing-and-communal services."
Now the Government virtually proposes fiscal, rather than structural
reform, he noted.
"The state is in debt before its citizens regarding their
housing-and-communal rights," said Mitrokhin. He also noted
that payment for communal services should be raised commensurate
to the growth in the population's incomes. In addition, Mitrokhin
is certain that the state has no right to raise housing rent,
when it fails to provide the requisite quality of these services.
Mitrokhin also noted that the Yabloko faction has developed amendments
to legislation governing the housing-and-communal sector, which
would allow citizens to contest in court whether the quality of
the services they receive corresponds with payment for such services.
