Both the Duma and the Federation Council on 18 September unanimously
passed resolutions denouncing international terrorism, but debates
in both chambers suggested that the deputies remain deeply divided
as to how far Russia should go in cooperating with the United
States in the war against it. Reformist groups like
Yabloko and the Union of Rightist Forces (SPS) generally called
for active cooperation, while the Communists and Agrarians were
opposed, and the pro-Kremlin parties like Unity said they would
follow President Vladimir Putin's decision,
Russian and Western agencies reported.
