Russia must remain in Europe, expert says

Rosbalt Information Agency, July 24, 2001

A transition from a "war of stern words" to "serious negotiations" took place during the Russo-US summit in Genoa, when the US and Russian Presidents discussed the arms control issues, the RF State Duma deputy speaker Vladimir Lukin said on July 23 in an interview.

The deputy speaker said:"One side is ready to speak about shortening the sword, while the other refers to the need to relax the shield'. At the same time, Russia must be "very careful in discussing and declaring its position on armaments," he warned. Lukin believes that Russia acts in "complicated conditions".. Europe and
China, as well as India, the nations Russia is interested in, also play on this ground along with Russia and the USA. That's why Russian politicians should be very careful when discussing anti-missile defense problems. The best position for Russia, Lukin said, was the following: "We shouldn't go ahead of Europe, but at the same time we shouldn't leave it behind."
