St. Petersburg. The adoption of the law on parties represents a
positive trend in Russia’s politics, said Mikhail Amosov, leader of the Yabloko faction in the Legislative Assembly of St.
Petersburg. According to Amosov, “until
present the parties served on one the hand as an instrument for
attaining personal goals during election
campaigns and disappeared immediately after the election campaigns and,
on the other hand, were objects to
criticism as conductors of somebody’s ideas.”
“Parties are a normal component of society: civilised politics is
impossible without them. That is why the law must
be adopted,” added Amosov. Speaking about the provisions of the draft
law “On Parties” adopted by the State
Duma at its first reading, the leader of the Yabloko faction of the St.
Petersburg parliament said: “In general this
draft is quite acceptable, except for several dangerous clauses. First,
this concerns the provision on a minimum
number of party members and, secondly the large number of departments
(up to and including the Sanitary and
Epidemiology Control Stations) entitled to control the political
parties.” According to Amosov, this can lead to
“painful errors on the threshold of elections, which will result in a
situation where a party will not be allowed to
participate in the elections”. “Parties should be assessed by the
citizens, not by the number of members, but by
the ideas that they contributed,” noted Amosov.
