While all Russia’s legislators condemn the monstrous acts of
terror in the USA, the majority oppose any kind of Russian participation
in the American “retaliatory strikes”. Of all the heads of Duma
factions, only the leader of Yabloko Grigory Yavlinsky fully supports
participation of Moscow in the planned operation. Nevertheless,
the heat of the ongoing discussion in the Duma is so high that
the “breakpoint” between supporters of opposite opinions occurred
not on the habitual border-line between the left and right wing
of the Duma, but within factions and deputy groups.
For example, the thesis of Grigory Yavlinsky that “Russia should
by all means participateš very toughly and actively in the anti-terrorist
operation” was not shared by one of the prominent members of this
faction, Deputy Head of the Duma Committee on Defence Alexei Arbatov.
According to Arbatov, the organisers of these acts of terrorism
are “expect the American broad-scale “retaliatory acts” against
international terrorists to provoke a second, even more powerful
wave of
terror against this country and its allies.”
Therefore, Arbatov believes that the retaliatory measures “should
not take the
form of mass-scale strikes, but should have precise targets”,
and that Russia
could participate there only in case of “its fully-fledged participation
in the planning of the operation with regard to its security interests.”
The leader of the CPRF faction Gennadi Zyuganov in turn thinks
that “Moscow should not get involved into this war”, which “could
have a serious negative impact on Russia.”
The final position of the Duma will be clarified at tomorrow’s
plenary meeting, which will discuss three alternative draft resolutions
condemning the acts of terror in the USA and drawing different
conclusions on this tragedy.
