The Yabloko Association conveys its deep condolences to all
who suffered or lost their relatives due to the monstrous act
of terror in the US. This is a tragedy for all of humanity.
The perpetrators of this and previous crimes, including those
in Russia, oppose not only one country, but mankind in general,
its traditions, history, culture and morals. The present contradictions
between civilised countries, in particular, between Russia and
the USA, should be put to one side after the challenge of terrorism,
which has already proclaimed itself as the main threat of the
21st century.
However difficult it may be, today we should not give in to
our emotions. We appeal to the leadership of Western countries
to refrain from taking inadequate retaliatory measures that could
lead to an escalation in the tension in the world’s hot spots
and increase mass support for terrorists, which could lead to
even graver consequences.
The real opposition to the global evil of terrorism requires
a consolidation of the efforts of the whole international community.
This demands qualitatively new decisions that can only be found
through joint efforts. Yabloko supports the initiative of urgent
convocation of the United Nations Security Council and consider
it necessary to raise in the near future the issue of creating
under the auspices of the United Nations a global anti-terrorist
centre that will co-ordinate the activities of national secret
services.
Developments in the USA demonstrate that modern terrorism develops
faster than anti-terrorist measures. Traditional ideas of terrorist
organisations, their aims and methods should undergo regular revisions.
For Russia the recent developments represent a signal not only
to enhance its usual security measures, but also to propose actions
to be applied against new terrorist “technologies”. The government
and secret services should pay special attention to the security
systems at domestic civil flights, in public places, at all nuclear
power objects (including nuclear power stations), chemical production
bases, etc.
In our opinion Russia should present itself as one of the world’s
leading anti-terrorist movements, whose main task is to prevent
this century from going down in history as the "era of international
terrorism”.
