Agreement on Measures for creating a coalition of the political public organisations the Union of the Right-Wing Forces and Yabloko

June 21, 2000 The political public organisations - the Union of the Right-Wing Forces and Yabloko - proceeding from the need to consolidate democratic and liberal forces in Russia, combine efforts to strengthen fundamental common values in Russia – civil society, a market economy and law-governed state, have agreed to the following:

  1. The Union of Right-Wing Forces and Yabloko consider it necessary to organisationally create a single coalition of all political public organisations advocating democratic and liberal values over the next one or two years.
  2. The Union of Right-Wing Forces and Yabloko consider it necessary to propose a single list of candidates both for the federal constituency and single-mandate constituencies.
  3. The Union of Right-Wing Forces and Yabloko at all regional and local elections conducted after September 1, 2000 will support single candidates agreed upon by both parties.
  4. The Union of Right-Wing Forces and Yabloko will immediately begin facilitating co-ordination at regional and local level of the actions of regional and local branches of the Union of Right-Wing Forces and Yabloko, aimed at finalising creation of joint organisations in most regions by 2001.
  5. The Union of Right-Wing Forces and Yabloko will immediately begin the formation of a Joint Political Council on a parity basis, which will engage in the co-ordination of work at federal, regional and local levels, of the branches of the Union of Right-Wing Forces and Yabloko.
  6. The Union of Right-Wing Forces and Yabloko will facilitate the formation of deputies' coalitions in regional legislative authorities with representatives from Yabloko and the Union of Right-Wing Forces and Yabloko by December 2000.
