On the Democratic Coalition

1. To approve the Agreement between the Union of Right-Wing Forces and the Yabloko Association on the creation of a democratic coalition.

2. Continue the development of a coalition cooperation between the Yabloko Association and the Union of Right-Wing Forces, attracting other democratic organisations and movements. For these goals: - the Bureau of the Central Council should prepare and propose to partners in negotiations a draft programme of primary actions to implement this Agreement, the Provisions on the Joint Political Council, functioning on a parity basis and its Regulations; - the regional and local organisations of the Yabloko Association should

consider the possibilities and forms of cooperation with the democratic organisations functioning in the corresponding subjects of the Russian Federation, as well as the possibilities of creating joint coordination bodies, ensuring mandatory preservation of the political and the organisational independence of structural divisions of the Yabloko Association, based on strict compliance with the Charter.

1. The following directions of coalition cooperation should be considered essential:

- coordinate the work of the factions and deputies of the Yabloko Association and the Union of Right-Wing Forces in the State Duma, legislative authorities of the federation subjects and representative authorities of local self-government; - initiate and implement joint initiatives in human rights, develop democratic mechanisms of management and public self-government, in other

fields where the political positions of the Yabloko Association and the Union of Right-Wing Forces are close or coincide; - nominate and (or) support the candidates at all levels agreed upon at the future elections of all levels.

1. The Central Council Bureau should be established, with representatives nominated from the Yabloko Association to the Joint Political Council by

July 20, 2000. 2. Regional branches of the Yabloko Association should determine the forms of organisational cooperation at a regional level on coordination with the Central Council Bureau.

6. The regular meeting of the Central Council of the Yabloko Association

should consider further steps to create and develop the democratic coalition.
