YABLOKO disputes the results of the parliamentary election in courts | ||||

The Russian Democratic Party YABLOKO has finished its analysis of the bulk of its copies of voting protocols from electoral districts at the parliamentary elections of December 7, 2003 and is filing lawsuits asking the courts to invalidate the election results at 170 out of the total 225 district electoral commissions. Corresponding applications were sent to 78 regional courts (supreme courts in the republics) on March 10, 2004. YABLOKO insists that the courts proceeding from the facts of violations detected by YABLOKO should invalidate the decisions of district electoral commissions on the results of the voting in the federal electoral district at the elections to the State Duma. The results of a comparison of the data of 14,065 protocols of observers in the district electoral commissions with the official data from the Central Electoral Commission provided grounds for filing lawsuits. Considerable discrepancies were detected in 2,648 protocols (i.e. 19% of the protocols). The total discrepancies detected amounted to 433,356 votes (see the statistics of violations in the Supplement). The work was carried out in cooperation with the Golos Association which provided 2,000 protocols and participated in the preparation of applications to courts, and the Union of Right-Wing Forces which provided 2,000 protocols from their observers. Each application for a law suit is supplied with copies of observer protocols and data of the Central Electoral Commission as of participant and a register of violations by electoral district. Supplement Some of the results of the comparison of the official protocols and observer protocols (based on the analysis of 14,065 copies of protocols): Subjects of federation with the largest number of detected discrepancies: Perm region 215 protocols The largest number of discrepancies was detected in the following items: 1. The number of valid electoral bulletins (line No 10 of the protocol). The data of the Central Electoral Commission show 33,575 more bulletins than the data of the observers. The largest number of discrepancies (i.e. a larger number of votes as of the Central Electoral Commission data as compared with observer data) was detected in the following federation subjects: Orenburg region 5,033 in 98 district electoral commissions 2. The number of voters included in the voting lists (line No 1 of the protocol): the Central Electoral Commission data provide 72,679 more voters compared to the data of observer protocols. The largest number of discrepancies (i.e. larger numbers provided by the Central Electoral Commission as compared with the observers data) were detected in the following federation subjects: Moscow region 7,655 in 50 district electoral commissions The discrepancies in voting for parties in certain federation subjects (some examples, numbers of district electoral commissions available on request): The discrepancies in the results of voting for the United Russia party in favour of this party amount to: 6,119 in 25 district electoral commissions in Daghestan The discrepancies in the results of voting on the YABLOKO party to the loss of this party amount to: 2,996 in 22 district electoral commissions in Daghestan See also: State Duma elections 2003 | |||
