On Wednesday, March 19, 2003, the State Duma adopted in the third reading a law increasing from January 1, 2003, additional payments for teachers at higher education institutions who are candidates or doctors of science. According to the adopted law, additional payments will be increased by three times and will constitute 900 roubles for a "candidate of science" and 1,500 roubles for a "doctor of science".

According to one of the authors of the law Chairman of the State Duma Committee for Education and Science Alexander Shishlov (the YABLOKO faction), the increase in these payments will facilitate the development of the system of higher education and teachers and workers of education of the country will welcome this move. First of all, the increase of payments will encourage young scientists to participate in teaching at universities, stressed Shishlov.

Corresponding amendments to the law "On the Procedure for Establishing Grants and Social Payments in the RF" and "On Higher and Post-University Professional Education" were supported by 270 deputies, above the required minimum of 226 votes.
