In response to an inquiry filed by Yabloko's leader, the office of the Public Prosecutor has disclosed instances of misappropriation of budget fund allocations, that should have been targeted to reconstruction work in Daghestan Audit work by the office of the Public Prosecutor of the Russian Federation, in response to an inquiry filed by Grigory Yavlinsky, leader of the Yabloko faction of the State Duma, disclosed instances of misappropriation and abuse "in the distribution of budget funds allotted to reconstruction works and compensation to citizens who suffered from the military actions in Daghestan".

In the official answer received by Grigory Yavlinsky, the Deputy Public Prosecutor of the RF, Vladimir Davidov, wrote that "the audit disclosed instances of misappropriation and abuse of their posts by the officials of the administrations of Botlihskiy, Novolakskiy and Buinakskiy areas of the city of Buinaksk in the distribution of the aforementioned funds."

The letter also reports that, based on the inquiry of the Yabloko leader, the office of the Public Prosecutor performed audits which disclosed that "in a bid to steal budget funds, the officials of the local self-governing bodies of the aforementioned areas and the city, and the members of commissions established to appraise the size of the losses, submitted false information on the number of victims and the extent of the damage". "The funds were distributed among people who had not lost their property and were not entitled to compensation. At the same time a large number of the victims did not receive due compensations," noted the Deputy Public Prosecutor.

He also reported that "the bodies of the Office of the Public Prosecutor has launched 14 criminal proceedings based on instances of theft and misappropriation of budget funds, and work on these cases by specially created investigative groups from the workers of the Office of the Public Prosecutor, the Interior Ministry, the Department of the Federal Security Service and the Department for Combating Organised Crime of the Daghestan Republic ". "For example, a criminal suit and arrest was issued against G.M. Magomayev who was in charge of the headquarters for providing aid to those who suffered from the terrorist act in Buinaksk and included in the lists of those people entitled to compensation for the lost property himself, his relatives and friends and submitted fraudulent documentation to redeem 200,000 roubles." "Misappropriation and abuse were also uncovered in the work of the commission to appraise the damage in Buinaksk, which drew up acts examining construction sites without visiting locations," reports Vladimir Davidov. "The members of the commission signed blank forms of the acts, with false data on the amount of damage included later." According to an initial investigation "the amount of the damage was overestimated by 4.147 mln roubles". "A further audit of the legal character of the use of the federal budget funds allotted as compensation for damage to citizens who suffered from the military actions is being carried out by the office of the Public Prosecutor of the Daghestan Republic. Adoption of judicial procedural decisions is supervised by the Office of the Public Prosecutor of the RF", reports Vladimir Davidov.
