Born on May 9, 1962, in Rostov-on-Don to a family of engineers.
In 1984 graduated from the Faculty of Law of Rostov-on-Don State
University (cum laude diploma).
1988 - candidate of law. Dissertation on constitutional law.
For 11 years taught at the Chair of Municipal Law and Management
of the Rostov-on-Don State University. Specialist on the problems
for arranging for the functioning of the representative authorities
in Russia and European countries.
Author of over 40 academic works on state management, constitutional
law and electoral systems. In 1994-1995 - expert of the Federation
Council.
Since 1989 actively engaged in politics. Created and headed the
Rostov-on-Don branch of YABLOKO, one of the strongest branches
of YABLOKO in Russia. In 1994 elected deputy of the Legislative
Assembly of the Rostov-on-Don region. Prepared a number of draft
laws deemed technically excellent. Author of the alternative Regional
CharterL its basic provisions were incorporated in the final version
of the Charter.
In 1995 elected deputy of the State Duma from electoral district
No 146, Rostov-on-Don. Author of 37 laws aimed at protecting citizens'
rights, rise of Russian economy and observation of Russia's national
interests.
Occupied the 18th rank in the legislation rating of all deputies
of the State Duma of the second convocation, first rank in the
YABLOKO faction, and first rank from Rostov-on-Don region. His
high professionalism was also recognized internationally: in 1998
he was elected Chairman of the Committee for Political and Legal
Issues of the Parliamentary Assembly for Black Sea
Economic Cooperation. Constantly protects the interests of Rostov-on-Don
and its residents. Facilitated the resolution of social problems
for 1528 Rostov-on-Don citizens. Helped 97 enterprises and organisations
of Rostov-on-Don. With his help financing was obtained for a number
of programmes that were key for the city and region (summer vacations
for children, building of roads in the country-side, liquidation
of the aftermaths of the flood, etc.)
Working in the Russian parliament, he maintains close ties with
his native city. Refused Moscow registration permit. His family
lives in Rostov-on-Don in a standard apartment: wife - Galina,
daughter Anna (15) and son Vasili (5). His wife works for a legal
consultation bureau.
On December 19, 1999, elected deputy of the State Duma of the
third convocation from single-mandate electoral district Ni 146,
(Rostov-Don). Obtained 123.633 votes (45.65%).
