Biography

Was born on October 15, 1955, in Leningrad.

In 1972 has finished mathematical school N366 of the Moscow district. 

In 1978 graduated from V.I.Ulianov (Lenin) LETI on a speciality "The Theory of management".

Was engaged in mathematical modelling, processing of the information, management of complex systems, worked as the senior scientific employee.

Cand.Tech.Sci., the author more than 100 proceedings and six inventions.

In 2002 has got the second high education - graduated the St.-Petersburg Institute of Management and Economy on a speciality "The State and Municipal management".

Doctorant of the sub-faculty of political science of the St.-Petersburg University of economy and finance, finishes the thesis for a doctor's degree on political sciences.

Since 1988 - the active participant of democratic movement in Leningrad. Participated in work of club "Perestroika", was a member of the Leningrad popular front. In 1990-1993 took part in the movement "Democratic Russia", in 1992-1993 - the press attache of St.-Petersburg branch "DR". In September, 1993 has left movement - after support by management "DR" of illegal actions of Boris Eltsin.

In 1990-1993 - the deputy of the Moscow district council, Chairman of the Constant Commission on Questions of Self-Management, a member of presidium of district council.

In 1994-1996 - the Assistant Chairman of Legislative Assembly of Saint Petersburg.

In 1996-1999 - the Adviser of the First Vice-Governor of Saint Petersburg I.Y.Artemjev.

In 1999-2000 - Director of Political programs of Fund "EPICentre - St.-Petersburg".

Since February, 1999 - the Head of a commission of experts of faction "YABLOKO" in Legislative Assembly of Saint Petersburg.

Since April, 1994 - a member the RPC-YABLOKO, since January, 1995 - a member of Association "YABLOKO".

Since 1998 - a member of Political Council the RPC-YABLOKO, in 2001-2002 - the Vice-President the RPC-YABLOKO on ideology.

In 2000-2001 - a member of the Central Council of Association "YABLOKO", since December, 2001 - a member of the Bureau of Federal Council of the YABLOKO party.

Member of the Program Commission of the YABLOKO party, one of authors of the program of the party.

Took part in all election campaigns of 1989-2002.

In 1994 stood for Legislative Assembly.

In 1999 stood for the State Duma under the list of "YABLOKO" (¹ 2 in the regional list across Saint Petersburg and Leningrad region).

The expert of the State Duma of the Russian Federation, the author or the co-author more than 50 federal laws and laws of Saint Petersburg and amendments to them. Subjects: the legislation on the organization of the government and local self-management, the selective legislation, budgetary - financial and tax questions, municipal economy, economy.

One of authors of the Charter of Saint Petersburg.

The publicist, the political analyst, a member of the Union of journalists of Russia, the author more than 1600 articles in the Russian and Petersburg editions in 1990-2003

The winner of the premium of the Union of journalists of Russia of 2002 "For professional skill".

Member of the International Society of Human Rights (since 1995).

Member of the St.-Petersburg Center "Strategy".

In 1998 has finished the Moscow school of political researches.

Is married, has the daughter and the son.

The wife - Victoria Rabotnova, an observer of the newspaper "Neva time", the staff reporter of magazine "Russian Federation" on Northwest.
