Born on January 1, 1943. Graduated from the Lomonosov Moscow
State University. Journalist. Worked as journalist. Became active
participant in the human rights movement after a meeting with
Andrei Sakharov in 1975.
In 1980s worked in the Solzhenitsyn Fund, organized aid to political
prisoners and their families.
In 1990 - 1993 - Member of the Moscow City Council, Chairman
of the Commission on Freedom of Conscience, Religion, Charity
and Philanthropy. One of the initiators of the Russian Christian
Democrats movement.
In 1994 - 1999 - Deputy of the Russian parliament (the State
Duma) of the first and second convocations, a member of the YABLOKO
faction. Deputy Chairman of the State Duma Committee on Public
Associations and Religious Organisations, member of the State
Duma Commission on Violations of the Rights of Suspects and Accused
Persons in Pretrial Detention Centres and Temporary Detention
Centres of Russian Ministry of Internal Affairs.
1996 – 2000 - Chairman of the Permanent Chamber on Human Rights
of the Political Consultative Council under the President of the
Russian Federation.
Member of the Human Rights Initiative Group "Common Action".
Member of the Board of the All-Russian human rights movement
"For Human Rights".
Member of the Moscow Helsinki Group
Since 2004 - Member of the Human Rights Commission
under the Moscow Mayor
Member of the Board of Directors of the Russian
branch of the International Religious Liberty Association
Member of the non-governmental International Tribunal
on charges of crimes against humanity and war crimes in the Chechen
Republic.
Member of the Commission under the President of
the Russian Federation on Prisoners of War, Internees and Missing
Persons.
Member of the Political Committee of the YABLOKO
