The Executive Committee of Liberal International, meeting in
Copenhagen
on 10th November 2001,
1. Expresses its deepest sympathy to the people of the United
States and
to the families and friends of those tragically lost in the horrifying
attacks on New York and Washington on 11 September, and in the
hijacked
aircraft, which took the lives of thousands of Americans as well
as many
other nationalities;
2. Considers these acts to be a crime against humanity and an
attack not
only against the United States but against all those who share
the
values of freedom and democracy;
3. Affirms its resolve to stand with the USA and the international
community in a common determination to identify and bring to justice
those responsible;
4. Condemns terrorism in all forms;
5. Welcomes the establishment of a global coalition against terrorism;
6. Requires that military action remains consistent with the
principles
of international law, be precise and avoids as far as possible
civilian
casualties;
7. Calls on all people including politicians, community and religious
leaders to avoid words or actions that would inflame prejudice
or incite
violence between racial, national and religious groups;
8. Calls on all nations to act together through the United Nations
and
other international organisations to:
a. Co-ordinate and implement robust and effective responses to
the
scourge of international terrorism;
b. Work to create an effective international system of justice,
including the early establishment of the International Criminal
Court;
c. Work to resolve political, social and economic injustices,
real or
perceived, which feed political extremism and give the global
coalition
a more permanent character in the fight against terrorism and
the
removal of its causes.
