Resolution of the 18th YABLOKO Congress, 25.12.2015

The YABLOKO party give serious consideration to the problems of the North Caucasus, the situation with human rights observance, its economic and social development.

The situation with personal security of human rights defenders, civil activists, journalists, non-indifferent people with an active civil stance guaranteed by the law raises particular concerns. The events of the past years, the murders of prominent regional political and public leaders, our party members and supporters Farid Babayev and Timur Kuashev are the indicators of the safety rate in the regions.

The resistance to the activity of YABLOKO regional branches in the North Caucasus, persecution of political and public leaders, civil activists and human rights defenders
cause decey of civil activity and growth of arbitrary behavior on behalf of bureaucracy.

One of the most negative examples is the discredit and persecution of the Ingush public figure, human rights defender and journalist Magomed Mutsolgov, head of the MASHR human rights organisation. A dirty campaign of mobbing was conducted against him by governmental bodies, captive Internet websites and social media pages. The regional authrities chose the way of blackening and discrediting him in the public’s eyes.

Magomed Mutsolgov is one of the most distinguished, respected and effective human rights defenders and public leaders of the entire North Caucasian region. He has been protecting the people in the region and contributing to the civil society development of the whole North Caucasus for more than 10 years.

Chair of the Degestan branch of YABLOKO Artur Babayev is also being persecuted.

We demand that the federal authorities must take the situation with persecution of Magomed Mutsolgov under control and provide the observance of his legitimate interests.

We demand that normal conditions for the work of political and public figures, human rights defenders and journalists of the North Caucasus must be provided and no pressure and unjustified persecution on behalf of regional authorities must take place.
