On adoption of the law on alternative civilian service by the State Duma

Moderator: Today the State Duma has finally (in the third reading) adopted the law on alternative civilian service; according to our correspondent Inessa Zemler 237 deputies voted for the law.

Correspondent: The attempts of the Union of Right-Wing Forces (SPS), Yabloko and some other independent deputies to stop this process came to no avail. Deputies from the four centrist factions provided the majority required to pass the law. They accused the right of rejecting their party programmes by refusing the whole idea of the alternative service. The liberals in turn insist that this law requires further development. However, the centrists reminded them that there are still 18 months left before the law comes into force and recommended amendments. Thus, the centrists voted for the law. The left opposed an alternative service in principle, while the right were against such type of service.

Moderator: Let me remind you that this law envisages an alternative service for the conscript lasting three or three and a half years, if the conscript serves at a military post. This issues will be determined by a military commission. He will serve as a rule outside the region of his permanent residence.
