On December 23, 2010, the Council of Deputies of Sergyev Posad,
the Moscow region, dismissed Mayor of the city Nikalai Maslov
from his post. The decision was adopted by a majority of votes.
Sergei Kryzhov, YABLOKO’s representative in the Council, also
voted for this decision.
According to Kryzhov, Maslov, who was elected Mayor about
a year ago at non-alternative elections (Kryzhov was dismissed
from election campaign four days before the election) conducted
irresponsible policies. This resulted in a situation when
all the political forces in the city, the ruling United Russia
inclusive, refused him of their support. The Mayor completely
neglected the need to interact with the Council of Deputies,
did not come to their meetings and did not submit Mayor’s
mandatory report to the Council.
Kruzhov and other deputies criticised his position in the
press. However, the culmination of the Mayor’s failing policies
was cutting of the city from heat (due to a RUR 30 mln debt)
for a whole day by the energy providing company this winter.
Deputies of the Council initiated dismissal of Maslov and
wrote a letter to Governor Gromov. The Council appointed Viktor
Bukin (Deputy Mayor) the acting Mayor.
Speaking about the ways of solution of the crisis of power
in the city YABLOKO’s Sergei Kryzhov proposed to change the
city charter and introduce the institution of a city-manager
there.
