Sergei Mitrokhin applied to Prime Minister Putin and Public Prosecutor General Chaika in view of unlawful cutting of the Khimki Forest

Today on July 30, YABLOKO’s leader Sergei Mitrokhin applied to Prime Minister Putin and Public Prosecutor General Chaika in view of unlawful cutting of the Khimki Forest.

According to the federal law "On Highways”, "cutting of the woods is only possible after obtaining a permission for construction of a highway. The Forestry Code requires that every user of the forests should obtain a land declaration. The normative acts of the town of Khimki require obtaining of a special cutting ticket, which should be supplied with a dendroplan and a tally sheet. According to our data, all of these documents are missing, thus cutting of the woods is unlawful,” runs Mitrokhin’s letter to Public Prosecutor General.

Sergei Mitrokhin demands that Public Prosecutor’s office should check the lawfulness of the cutting, while all the works at the site should be suspended for the time of such inspection, and also ensure that citizens can get access to the forest which is a public territory.

Mitrokhin’s letter to Prime Minister Vladimir Putin was written in connection with the statement made by Putin’s Press Secretary that cutting of the Khimki Forest had been performed “in accordance with the law”, and the cutting zone "is far less than stated by the Green”.

Mitrokhin offered to Prime Minister to disclose and publish in the Internet all the information about construction of the highway, plans of cutting and obtained permits in accordance with the law "On the Order of Access to the Information on the Performance of the State Agencies”.

"Closing of the information by the state agencies and contractors [in the construction works] may lead to enhancing of the conflict and radicalisation of the protest," Mitrokhin warns. It should be also noted that at present Sergei Mitrokhin and YABLOKO’s activists are going to the Khimki Forest, as according Vyacheslav Sorokin’s information, the workers have resumed cutting the trees while the police refuses to come to the site.
