A
meeting of YABLOKO’s Political Committee took place on September
26. The Committee developed the goals of the party in modern
Russia.
YABLOKO’s leader Sergei Mitrokhin indicated in his report
to the Committee that a system of bureaucratic cronyism developed
in modern Russia. Its goal is to maintain in power one and
the same ruling group for an unlimited period of time.
“Supporting a number of President Medvedev’s recent statements
on the need of modernisation in Russia YABLOKO states that
their realisation is incompatible with the real goals of this
system,” Mitrokhin said.
Mitrokhin expressed his certainty that this system “can lead
Russia to stagnation reminiscent of the stagnation of the
Brezhnev period in the USSR, when the political elite lost
the chance to conduct modernisation of the USSR, thus dooming
it to disintegration”.
According to Mitrokhin, the task of the opposition is to
offer an alternative to the political course of the country
present leaders, such as building of a modern state based
on democratic institutes and procedures.
At the same time he stressed that such an alternative must
not be implemented “through public disturbances and human
victims”. “We can not adopt the worse-is-better principle,
as well as any other methods of political activity provoking
violence,” YABLOKO’s leader said.
Grigory Yavlinsky, member of the Political Committee, in
his speech stressed the significance of Sergei Mitrokhin’s
message that the present system of relations of power can
lead to disintegration of the country.
“If the opposition fails to propose both the programme and
the personal alternative to the present policies, it will
only act as a valve for releasing excess steam,” Grigory Yavlinsky
said.
Sergei Ivanenko added during discussion that YABLOKO should
never forget that it is a responsible democratic position.
“Governmental policies led to the increase of nationalistic,
Stalinist and even fascist moods in the society,” he said.
The Political Committee adopted statement On the Political
Course of the Authorities and the Tasks of Responsible Opposition
in general and decided to further develop it incorporating
the amendments and proposals made during discussion.
Also on the initiative of Alexei Arbatov, the Political Committee
adopted in general statement Anti-Ballistic Missile Defence
and Mutual Security.
“The decision of the Administration of the US democrats on
abolishing stationing of strategic ABM system in Europe and
its replacement by operational and tactical systems (BRD of
the combat theatre) demonstrates that the new US administration
in fact and not in word has been trying to channel the relations
with Russia towards cooperation,” runs the statement. The
Political Committee also called the “leaders and the people
of Russia and the USA and their allying countries to maximally
use the “window of opportunity” which has just opened and
to demonstrate a clear-sighted, flexible and constructive
approach towards development of cooperation in the field of
international security”.
