The Yabloko faction submitted to the government an alternative draft budget for 2002

On September 27, 2001, the Yabloko faction submitted to the government an alternative draft budget for 2002.
The Yabloko faction has been drafting alternative budgets for three
years now. This time a long-term plan for the next three years has been added to Yabloko s draft. The document is entitled Proposals of the Yabloko Association for Changes to the Financial Plan, as well as Corrections to the Main Directions of the Tax and Budget Policies of the Government of the Russian Federation for 2002-2004 .
Yabloko s draft points out the sources of additional revenues totalling about 139 bln roubles. These funds can be obtained from the following sources (bln roubles):

- 21.4 profits tax;

- 37.7 VAT for goods manufactured in the Russian Federation;

- 18 natural gas excise

- 32.5 import customs duties;

- 0.9 revenues from property rent;

- 1.9 other receipts from state property or activities of state
organisations;

- 22.5 profits tax, taxes on goods and services, taxes on aggregate
income.

The Government s corrections to the draft budget (increase of
additional revenues by 127 bln roubles) forwarded to the State Duma on September 15, 2001, take into account to a large extent Yabloko s proposals on additional revenues.

At present the largest discrepancies between the government and Yabloko drafts relate to the distribution of additional revenues. The Yabloko faction is concerned that the government is not ready to use these funds to resolve large-scale strategic problems.

The key issues for Yabloko here are a reinforcement in national security and military reform.

In the expenditure side of the budget Yabloko proposes to additionally
allocate the following amounts (bln roubles) to:

- 89 - national defence construction and maintenance of the armed
forces, beginning of the transfer to a
contract army (to bring a complete halt to military conscription in
2004), increase in rations for the military, etc.

- 3.7 military reform (provisions of housing, money allowances, jobs
for discharged military, professional retraining);

- 6.7 education;

- 38.4 increase of territorial budget revenues;

- 6.3 financial aid to the budgets of other levels.
