Deputies of the Yabloko faction will insist on the adoption of a number of amendments aimed at democratising the draft law "On Political Parties" at the time of the review of the draft at the second reading. In particular, the Yabloko faction believes that the following provisions should be included in the draft:

- deprive Public Prosecutor's Office of supervisory functions over political parties;
- guarantee equal conditions for all the parties in notifying the state executive authorities power, local government and educational institutions of their party's activity (while prohibiting the interference of political parties in education);
- guarantee for parties the right to access state-owned media;
- exclude from the draft the norm on suspension of party membership for the RF President.

During finalisation of the draft, following its adoption at the first reading by the Duma, the Yabloko faction proposed over 120 amendments.

The following represent the most important amendments submitted by Yabloko deputies to the Duma and recommended for adoption by the Duma Committee for Public Associations and Religious Organisations:

- the proposal of the faction on the voluntary receipt of state funds by a political party and possible refusal of such funds (Article 33);
- the proposal on guaranteed confidentiality of information about party members (Articles 19 and 23);
- proposal on reducing the number of members in a regional branch of the party to 50 people and reducing the number of regional organisations of the party with 100 members to half the federation subjects (Article 3);
- proposal on making it an obligation of the "Rossiyskaya Gazeta" newspaper to publish free of charge information about the constituent congress of a party and the congress of a public association on its transfer into a political party (Article 14, part 1);
- proposal on the admittance of a citizen to a political party on the basis of a written application, and proposal that a citizen of the Russian Federation can be member of only one party (Article 23);
- proposal that the number of delegates of a constituent congress of a political party and a congress of a public association should represent over a half of federation subjects for the transfer into a political party (Article 14, part 2 and Article 23).

The position of the Yabloko faction on voting on the draft at the second reading depends on whether the draft will be made more democratic.
