The power struggle between the groupings [in power] seems to be gaining momentum. Last week, Public Prosecutor General attacked simultaneously the Federal Security Service (FSB), the Investigative Committee and the Interior Ministry. It followed from the report of [Public Prosecutor General] Yuri Chaika that the number of corrupt officials in the aforementioned law enforcement agencies increased during the year, while the FSB held the palm with a twofold increase the number of identified corrupt employees during the year.

The authorities of Ingushetia continue searches and arrests after the March rallies in Magas against the border agreement with Chechnya. Protest leaders Ahmed Barakhoyev, Barakh Chemurziyev and Musa Malgasov have already been arrested for two months. Today, the law enforcement accompanied by military equipment (!) came to the house of Magomed Mutsolgov, journalist and one of the most respected human rights defenders of the North Caucasus, to make a search there.

Yabloko will present its concept of electoral reform to politicians and political technologists

On Tuesday, 16 April, the Yabloko party will discuss with representatives of other political parties and political technologists its proposals on the reform of the electoral system.

The round table where the Concept of Reforming the Electoral System of the Russian Federation will be presented will be held in the Moscow office of Yabloko. The Concept was developed by Yabloko’s Centre for Legislative Initiatives headed by Yelena Dubrovina.

A criminal case was initiated by the police on publication of a fake newspaper imitating Pskov Yabloko’s Grazhdanin (Citizen) paper. The criminal case against an indefinite number of persons was raised under Article 128.1 of the Criminal Code of the Russian Federation (Libel).

Yabloko activists sentence to fines of 47,000 roubles and  90 hours of compulsory community service for an anti-garbage rally in Arkhangelsk

Trials over participants and organisers of the rally against the plans of the authorities to create landfills in the Arkhangelsk region for the storage of Moscow garbage go on for the second day.

Yuri Chesnokov, one of the organisers of the anti-garbage rally in Arkhangelsk, was assigned 90 hours of compulsory work. The Oktyabrsky District Court of Arkhangelsk found him guilty of violation of Article 20.2 Part 3 of the Administrative Code (“Actions of the organiser of the rally that caused interference with the functioning of vital infrastructure, transport or social infrastructure”)

The court also fined Yuri Chesnokov 16,000 for violation of Part 1 of the same article (“Violation by the organiser of the established order of the organisation of a public event”).

The Education Committee of the Legislative Assembly of Karelia supported the bill by Emilia Slabunova on the right of the family to teach all children in one school

The Education Committee of the Legislative Assembly of the Republic of Karelia unanimously supported the draft federal law on the right of the family to teach all children in one school. The draft law was developed by  Emilia Slabunova, MP of the Legislative Assembly of Karelia and Yabloko Chairperson. The initiative was sent to the Council of Legislators at the Russian parliament.

On Sunday, 7 April, a rally against the “garbage reform” was held in Yekaterinburg. The action was organized by the Sverdlovsk regional branch of the Yabloko party. Residents are dissatisfied with the unreasonable increase of tariffs for waste disposal and lack of introduction of separate collection of the waste.

Shlosberg’s draft laws envisage for public persons fines up to 1 million roubles, compulsory community service up to 200 hours, or administrative arrest of up to 30 days

Lev Shlosberg, MP of the Pskov regional parliament, head of the Yabloko branch in the Pskov region and member of the Federal Political Committee of the Yabloko party, published the texts of a package of bills “On disrespect of authorities to the people”, which he plans to submit to the State Duma through the Pskov Regional Assembly of Deputies. The legislative initiatives of Lev Schlosberg were developed jointly with Yabloko lawyers in in response to the government’s law “On disrespect for authorities”, also known as the “Senator Klishas’ law”.

The Novosibirsk branch of Yabloko met the militarist propaganda train of the Ministry of Defense with anti-war pickets

On 6 April, the Novosibirsk branch of Yabloko organised an antiwar picket. The action was a response to the arrival of the government’s propaganda train “The Syrian Turning Point”, which goes across Russia demonstrating trophy military equipment from Syria.

According to the organisers of the picket, on the day the train stops in Novosibirsk, the picketers should again remind to the Russian leadership of the inadmissibility of an aggressive foreign policy.

Yelena Dubrovina: “Remote voting is a ready-made tool for total control over voting”

The Council of Europe for the first time developed an international legal instrument to fight sexism

The Gender Faction of the Yabloko party welcomes the recommendation on combatting sexism, which has been just adopted by the Committee of Ministers of the Council of Europe. The recommendation notes that states should intensify their fight against sexism in all spheres of life.

In response to the recent #MeToo campaign, other recent events, and actions that have focused attention on the unrelenting sexism in society, the CE Committee of Ministers adopted the Recommendation on Preventing and Combating Sexism, which for the first time includes the definition of sexism.

Sewerage, state-owned corporations and national projects

Every fifth family in Russia does not have access to a centralised sewage system. But neither the government nor the regional authorities are going to do anything about it. Why? Simply because if they allocate money for sewage, they really have to build it, because sewage has specific consumers – millions of people all over Russia, and they will definitely ask about it. But they are always eager to give Rosneft 400 billion roubles for development of Arctic oil deposits (although the volume of oil reserves in the permafrost has not even been confirmed) or Rostech [the Russian technological corporation for facilitation of development of highly technological products] “the amount that is not to be disclosed”, or [funding] creation of a Russian equivalent of Skype. Because the real costs of these state-owned corporations cannot be checked and, probably, only Igor Sechin [head of Rosneft] and Sergei Chemezov [head of Rostech] know the real cost of their developments.
