I hereby request that you herewith copy and distribute among
the deputies during the plenary meeting of the State Duma on July
19, 2000, my Information Leaflet to the issue on the resolution
of the State Duma "On the parliamentary inquiry of the State
Duma of the Federal Assembly of the Russian Federation to Public
Prosecutor General of the Russian Federation V.V. Ustinov "on
the Criminal Persecution of the Deputy of the State Duma of the
Second Convocation V.V.Gitin".

Information
After examining the Resolution of the investigator of the Public
Prosecutor’s Office of Krasnoyarsk on bringing a charge against
Deputy of the State Duma of the second convocation Viktor Gitin
(hereinafter referred to as the Resolution), I would like to draw
the attention of the deputies of the State Duma to a number of
errors in the aforementioned document contains.
1. The federal programme "Development of the Low Angara
Region" was approved by the Government of the RF only in
1997 and was included in the state budgets for 1997 and 1998.
Consequently no principal agreements on this programme could exist
in 1996.
2. According to the reports of the Ministry of Finance for 1997
and 1998 it states that due to a lack of funds to finance investment
programmes, the
federal budget did not allot funds to finance the programme "Development
of the Low Angara Region" during these years, which casts
doubt on the content of the charge.
