Yabloko demanded to stop killing of homeless animals before 2018 FIFA World Cup Russia

The Bureau of the Yabloko party adopted a statement demanding that the killings of homeless animals in the cities hosting the World Cup be stopped immediately, and the resources allotted [to this] should be spent on shelters, sterilisation and vaccination.

At present millions of roubles are allotted from the state budget (presumably, the total amount will finally reach one hundred million). The money is allotted via tenders for catching and killing homeless animals – this is how the authorities understand provision of comfortable stay to foreign guests during the World Cup. Some cities are already catching and shooting dogs and cats instead of searching for humane solutions, working together with animal protection organisations and volunteers, the Yabloko statement runs.

Lev Shlosberg, leader of the Pskov branch of Yabloko, was the guest of the programme “2018” at the Ekho Moskvi radio station. One of the topics discussed was the new US sanctions against Russian oligarchs and officials, as well as a number of companies, including those with state participation. Lev Shlosberg expressed his opinion that in the near future owners and managers of the companies falling under sanctions would try to distance themselves from their corporations, while these companies simply would not be able to exist outside the international market.

Grigory Yavlinsky: Yabloko should start preparing for the next presidential election campaign

The Federal Bureau of the Yabloko party has discussed the results of the presidential election campaign in Russia. The reports were made by party Chair Emilia Slabunova, Nikolai Rybakov, head of the United Electoral Headquarters and Deputy Chairman of the party, Ivan Bolshakov, political director of the campaign of Grigory Yavlinsky and others.

The text of the report, as well as the decision of the Bureau providing political assessment of the past campaign, will be published on the party’s website soon.

Grigory Yavlinsky, Yabloko’s candidate for presidency and Chairman of the Federal Political Committee of Yabloko, made one of the key speeches. Yavlinsky gave the same assessments to the presidential elections as, in particular, were provided in his article “The Election Was Won by an Overwhelming Minority”, published in Nezavisimaya Gazeta on 27 March.

“Everybody lost in this campaign: those who voted for Putin, those who did not vote, those who boycotted the election, and those who voted for the left or the right, and those who voted for us. We lost absolutely everything. Why? Because this procedure held in the form of a plebiscite left the whole system in absolute immunity,” Grigory Yavlinsky stressed.

Anti-Corruption Commission of the Municipal Council of Khamovniki District, Moscow, to discuss fire safety, 2018 FIFA World Football Cup Russia and the conflict of interest of the head of the district

On Friday, 6 April, the first meeting of the commission for security and anti-corruption of the local Council of Deputies will be held in the Khamovniki district (Moscow). The key issues of the meeting are inspecting fire safety in the district after the tragedy in Kemerovo (when a fire in a shopping mall took lives of dozens of people, most of the victims were children), regulation of traffic in the area for the time of the 2018 FIFA World Cup Russia and the unsettled conflict of interests of the district head.

In August, the Yabloko Anti-Corruption Policy Centre conducted an investigation into the municipal corruption in Khamovniki district. Yabloko lawyers found out that every second municipal contract goes to companies associated with the local branch of the progovernmental United Russia party. The main contractors were companies of the former head of the municipality, young activists of the United Russia party and the head of the local party organisation of United Russia. Alexei Karnaukhov, deputy head of Yabloko’s Anti-Corruption Centre, believes that the head of the district Nina Gushchina has not settled a conflict of interests with these people.

The key cause of the tragedy in Kemerovo is the merger of business and government on all levels, which underlies the economic, the political and the socio-political structure of modern Russia.

First, this evident corruption unity of regional / local authorities and business destroys the possibility of effective inspection of fire or some other safety. The whole institute of inspection has a different purpose: either getting corrupt benefits, or maintaining good relations with the government’s “protection racket” of a particular business. The effect of all inspections of objects initiated after the Kemerovo tragedy will be brought to nought by this factor. This factor will turn all the demands to “tighten the controls” into correct in principle, but meaningless statements, into the “letting off the steam”.

Именно поэтому ни один бизнесмен, ни один собственник не может быть уверен, что завтра у него не отнимут его бизнес, его собственность, что его инвестиции не окажутся бессмысленными. Именно поэтому у нас строят такие торговые центры, которые потом сгорают. There are so many talented people in Russia who can write economic programmes. But we do not have a state that could implement such strategies. This system does not perceive any external strategies, it develops according to its own internal laws. That is why not a single businessman or owner can be sure that his business, his property will not be taken away from him tomorrow, that his investments will not become meaningless. That is why we build such shopping malls that suddenly burn. Because their owners do not think about the perspective, they only think about how to make quick money, while their property is not taken away.

Yabloko’s Anti-Corruption Policy Centre asks the Office of the Moscow Mayor to report on processing of garbage in the city

Sergei Mitrokhin, head of Yabloko’s Anti-Corruption Policy Centre, demanded from the Office of the Moscow Mayor to report on sorting and processing of garbage in the city. Contractors working on state contracts must build sorting stations and garbage processing points until the end of 2019. However, there has been no information on the construction yet.

In 2012-2014 Moscow concluded state contracts on garbage collection for 15 years. Nine contracts cost 142 billion roubles. In February 2014, Forbes published an article about redistribution of the garbage business in Moscow. Yabloko’s Anti-Corruption Policy Centre also wrote about the corruption-prone contracts.

However, the lawyers of the Yabloko Anti-Corruption Policy Centre also draw public attention to another important condition of the contracts, in addition to garbage pickup and burial.

Yabloko demands from Vladimir Putin to dismiss Governor Aman Tuleyev and Minister of Extraordinary Situations Vladimir Puchkov after a fire in the shopping mall In Kemerovo and establish a public commission so that to investigate the causes of the tragedy

Yabloko party Chair Emilia Slabunova sent an appeal to Russian President Vladimir Putin demanding to dismiss Governor of the Kemerovo region Aman Tuleyev “in connection with the loss of confidence” after the tragedy in Kemerovo, where several dozen people died in a fire in the shopping mall Winter Cherry.

Slabunova also demanded that the President should dismiss Vladimir Puchkov, Minister of Emergency Situations, and heads of the Main Directorate of the Ministry for Emergencies of Russia in the Kemerovo region “in connection with their incompetence” to their posts.

Yabloko Chairperson also stated that the lists of all the victims and those missing in a fire and daily reports on the investigation of the circumstances and causes of the fire in the Winter Cherry should be published.

The Kemerovo branch of Yabloko demanded to dismiss Governor Aman Tuleyev

The Kemerovo branch of Yabloko issued a statement demanding dismissal of Governor Aman Tuleyev and Ilya Serdyuk, head of the city of Kemerovo in view of the tragedy which took place in a trade centre on 25 March.

According to Yabloko activists, the tragedy represented a consequence of the work of the power and administrative system that had developed in the region.

“We believe that in addition to the owners of the building, the control and inspection services that allowed the building of the shopping and entertainment center Winter Cherry to operate, each bearing its share of responsibility for the deaths of adults and children, the responsibility for this tragedy lies on the authorities of the city of Kemerovo and the Kemerovo region,” the statement runs. “We believe that this tragedy happened because of corruption corroding the Kemerovo region, because of the lack of independent media in the Kemerovo region, because of the monopoly of a single [pro-governmental] party United Russia in the elected power bodies, and because of 20 years in office of one person – Aman Tuleyev, Governor of the Kemerovo region”.

I am expressing my condolences to the families and friends of people who died in a fire in Kemerovo. Dozens of dead, and many children among them. This is a grief for the whole country, every person, regardless of place of residence.

But condolence is not enough. It is necessary not only to conduct an investigation and punish the guilty, but also to change the rules of life, attitude towards people, their lives, health and safety. This is the main thing that we have. And now I think it a must to declare all-Russian mourning.

Emilia Slabunova at the congress of political consultants: Past elections reflect the results of the state propaganda

There are many reasons to believe that the results of the elections reflect the effectiveness of the state propaganda, the strength of the barriers by which the government fences off its opponents, the degree of vulnerability of workers before employers, Yabloko party chairman Emilia Slabunova said at the Fifth Congress of the Russian Association of Political Consultants (RAPC) .

When discussing elections, there always emerge a topic of the correlation of the emotional and the rational in the behaviour of voters, in the components of how the political technologies of the campaign were built up, Slabunova noted. “In these elections, the emotional won over the rational, and the irrational won over both the emotional and the rational. I think this is dangerous, because irrationality always entails a great destructive force,” Emilia Slabunova stressed.
