The Kommersant newspaper reported that the government returned to the idea of introducing a social standard of energy consumption for the population, when tariffs sharply increase when the limit is exceeded. According to Kommersant, the scheme was approved by Deputy Prime Minister Dmitry Kozak, and [ministerial] departments should introduce their drafts in January 2019. At the same time, the government may refuse benefits for rural dwellers and owners of apartments with electric stoves. The Yabloko party demands to stop persecution of Ruslan Mutsolgov, leader of the Yabloko branch in Ingushetia, and public activists protesting against the transfer of lands to Chechnya.

The protests in Ingushetia are caused by the fact that the decision to change the borders of the republics was taken behind the scenes. Information about upcoming agreements was concealed not only from citizens, but also from deputies of parliaments [of the two republics]. The secrecy of the arrangements causes rumours and suspicions on the part of society. The details of the agreement concluded between Yunus-Bek Yevkurov and Ramzan Kadyrov are still unclear. Lev Shlosberg campaigns for the reintroduction of mayoral elections in the Pskov Region

On September 27, deputy of the Pskov Legislative Assembly Lev Shlosberg (Yabloko faction) introduced a bill on the reintroduction of direct mayoral elections in Pskov and Velikie Luki for the third time.

Deputies of the regional parliament voted down the initiative twice (on 6 June 2017 and 25 January 2018). The United Russia faction voted against the bill while representatives of other parties supported it. Read more »

The Russian United Democratic Party Yabloko demands that Oyub Titiev, Chair of the Chechen branch of the Memorial human rights groups, be released immediately.

A criminal case against Titiev is an illegal response to his daily heroic work on the protection and saving of people’s lives in Chechnya. Titiev is almost the only person who stood up for human rights in the Chechen Republic in the situation when Ramzan Kadyrov’s political power in the region is unchallenged. Yabloko considers it necessary to release Oleg Sentsov immediately

A Ukrainan film director Oleg Sentsov who serves his sentence in a maximum security penal colony has been on hunger strike for 139 days demanding that Ukrainian political prisoners be released from Russian prisons. Sentsov’s physical condition causes serious concern because he can die any day now.

The Yabloko party considers it necessary to release Oleg Sentsov immediately.

The right to pardon is an exclusive prerogative of the President, the Constitution poses no limitation to this right.

Many say that they will fight against the new pension law [envisaging substantial raising the retirement age]. It is quite understandable. But even if something will be achieved, as for example, retirement for women not eight, but five years later [as compared to all these years], then tomorrow it [people’s money] will be taken away through a VAT increase. We will be fighting against the VAT [increase], they will take it through the rise in the cost of housing and utilities services. While we will be struggling against the growth of tariffs of housing and utilities services, they will squeeze the money through the increase of the personal income tax. Read more »

Upon Yabloko’s application Russian Federal Treasury confirmed that Christmas trees procured for Defence Ministry were overpriced

Russian Federal Treasury admitted the infringement of the initial (maximum) price assessment for the procurement of Christmas tress and decorations for Russia’s Defence Ministry. An unscheduled check-out took place upon Yabloko’s application. Yabloko’s Centre for Anti-Corruption Policies discovered that the Defence Ministry will buy 268 Christmas trees at the cost ranging from 14.000 to 2.99 million roubles per tree. According to Yabloko, the initial price for some trees was overpriced ninefold.

Emilia Slabunova on the regional runoff elections: Approved candidates take to the political front stage

Gubernatorial runoff elections took place in Khabarovsk Krai and the Vladimir Region on Sunday. I did not plan to write another post about the elections because it seems that everything has already been said (Including the latest elections: see ‘Gubernatorial non-elections‘). However, the victory of candidates from LDPR in Khabarovsk Krai and the Vladimir Region produced some inadequate impression on journalists and bloggers: the got excited and agitated claiming that “finally” [something happened]. As a matter of fact, there is nothing to be excited about. What happened last Sunday is another step down the ladder.
