The USA directs 9 per cent of its GDP to support people and the economy, the UK about 14 per cent and Germany over 20 per cent. Russia has so far allotted only 0.3 per cent of its GDP for medicine, aid to private businesses and the population.

Where to get the money from? Russia does have financial reserves:

  1. The National Welfare Fund – 8.3 trillion roubles;
  2. Gold and foreign exchange reserves – USD 580 billion;
  3. Russia’s budget is 20 trillion roubles with a surplus of about 2 trillion roubles.

Chairman of Yabloko Nikolai Rybakov sent the authorities a programme of socio-economic and political measures developed by the party to overcome the crisis caused by the COVID-19 pandemic. The document was sent to Russia’s President Vladimir Putin, members of both houses of parliament, Prime Minister Mikhail Mishustin, as well as to the relevant ministries – the Ministry of Labour, the Ministry of Finance, the Ministry of Economic Development and the Ministry of Healthcare.

On 28 March, delegates of the 22nd Extraordinary Conference of the Saratov branch of Yabloko elected a new Chair of the regional branch. According to the results of the secret ballot, Ksenia Sverdlova was elected to the post. Ilya Kozlyakov and Fedor Demyanchuk were elected Vice-Chairmen.

Yabloko opens its regional branch in the Jewish Autonomous Region

This is the 79th regional branch of the party.

On 27 March, the Yabloko Bureau voted for the opening of a regional party branch in the Jewish Autonomous Region. Ten residents of the region were admitted to the party and registered as party members in the region. Now the General Meeting of Yabloko members in the Jewish Autonomous Region will have to elect the governing bodies of the regional branch. The General Meeting will be held after the normalisation of the situation with the COVID-19 pandemic.

Supporter of the Tatarstan branch of Yabloko fined 150,000 roubles for bringing posters for a picket against Putin’s amendments to the Constitution

On 27 March, the Vakhitovsky District Court of Kazan, the Republic of Tatarstan, assigned a fine of 150,000 roubles to Marina Shoetova, supporter of the Tatrstan branch of Yabloko. The court hearing was held in a video conferencing regime.

The law enforcement and the court considered the series of one-person pickets (that do not require any permissions from the authorities) against Vladimir Putin’s amendments to the Constitution, which took place in Kazan on March 9, to be a mass-scale picket. According to them, Shoetova was the organiser of the action and had to coordinate it with the city authorities. The activist and her lawyer Rushan Kabirov indicated in the protocol that they did not agree with the arguments of the police. The defence plans to appeal the court decision.

Yabloko proposed a programme of urgent measures to support citizens and business people during the COVID-19 pandemic

According to Yabloko, the Russian authorities should provide all possible support to citizens facing the threat of not only becoming infected with coronavirus, but also losing their means of subsistence, as well as private businesses. The party has developed a programme of urgent measures, consisting of 20 points of a socio-economic measures and five points of a political measures. Sources of funding the implementation of the programme, which the party recognises as “expensive”, should come from the National Welfare Fund, gold and foreign exchange reserves, as well as cutting of spending on defence, law enforcement agencies, and a bloated state apparatus.

We demand abolition of the “all-Russian vote”. Statement of the Public Constitutional Council

The so-called all-Russian vote will not give legitimacy to the document, which, in bypassing of the procedures established in the Constitution of the Russian Federation, was composed and unanimously approved by the President, [both] the chambers of the Federal Assembly, all subjects of the Federation and the Constitutional Court. The main [Constitutional] amendment – on the actual nullification of the terms of the presidency of Vladimir Putin, – as well as a number of others, fundamentally contradict the norms and principles enshrined in the fundamental Chapters 1 and 2 of the Constitution of the Russian Federation, and were adopted in bypassing the requirements of Chapter 9, therefore, it is about “resetting” of the Basic Law of the country, and about constitutional lawlessness.

The Chelyabinsk branch of Yabloko demands from the Governor to introduce quarantine in all educational institutions in the region

Yaroslav Shcherbakov, Chairman of the Chelyabinsk branch of Yabloko, sent an appeal to the Governor of the Chelyabinsk region about the need to introduce quarantine in the schools of the region. The reason for the appeal was the exceeding of epidemic thresholds in 19 municipalities of the Chelyabinsk region (including the regional centre). A total of 14,777 cases of acute respiratory viral infections and influenza were registered in Chelyabinsk, the rate was 123 per 10,000 people, which is 23 per cent higher than last week.

The Altai branch of Yabloko creates a volunteer movement to help the elderly during the coronavirus quarantine. Activists of the branch published a statement on recruiting volunteers to take care and provide help to elderly people.  According to the regional branch of Yabloko, “in order to limit the contacts of elderly people living in the cities of the Altai Territory, we are recruiting people under the age of 40 who are not suffering from chronic diseases of the cardiovascular system and respiratory system, diabetes, who are not receiving immunosuppressive therapy and are ready as volunteers to deliver to single elderly people, at their request, food, medicine, etc.”

Yabloko proposes to give Russians a constitutional right to a share from the mineral and energy resources exports and a pension at 60

Deputies of the Yabloko party in the legislative assemblies of six regions – Moscow, St. Petersburg, Karelia, the Pskov and Astrakhan regions and the Khabarovsk Territory – introduce a new package of amendments to the Constitution. It is dedicated to improving the guarantees of human and civil rights and freedoms. The text of the bill in Russian is here.

Yabloko proposes to fix a single retirement age for men and women in the Constitution, which should be 60 years. At the same time, the retirement age of women will be reduced by two years for the birth of each child. It is proposed to recognise pension savings as private property, which can be inherited.

It is proposed to add a provision to the Constitution on the creation in Russia of an investment fund for future generations, where a 25 per cent of all income from exports of natural resources will be allocated. This money will be used to form and replenish individual savings accounts of citizens.
